دور الانفاق العام على التنمية الاقتصادية في السودان خلال الفترة من2005-2015م (بالتطبيق على التعليم العالي)

Abstract

المستخلص تناولت الدراسة دور الانفاق العام في التنمية الاقتصادية في السودان دراسة حالة قطاع التعليم العالي، وهدفت الدراسة علي التعرف على الانفاق الحكومي عموماً، وعلى الانفاق على التعليم العالي بصفة خاصة. وتمثلت مشكة الدارسة في ماهو حجم ثأثير الانفاق الحكومي على التعليم العالي في عملية التنمية الاقتصادية، افترضت الدارسة أن ضعف الانفاق الحكومي علي التعليم العالي له أثر سلباً على معدلات التنمية. كما اعتمدت الدراسة على المنهج الاحصائي الوصفي التحليلي للتحقق من صحة الفرضيات، وكذلك اعتمدت الدراسة عل مصادر البيانات الثانوية تمثلت في الكتب والمراجع والتقارير. ومن اهم النتائج التي توصلت لها الدراسة ان 82% من الميزانيات المصدقة لمؤسسات التعليم العالي والبحث العلمي عبارة عن اجور ومرتبات بينما بند شراء السلع والخدمات حظي بنسبة 15% ولم يحظي بند الاصول غير المالية (مشروعات التنمية) الا على 3% من الاعتمادات، وكذلك عدم تناسب الميزانيات المعدة من قبل الحكومة للتعليم العالي والبحث العلمي مع حجم موسساته. واوصت الدراسة على ضرورة توفير ميزانيات للتعليم العالي تتناسب مع اهميته وحجمه، كذلك علي االدوله الاهتمام بالتعليم العالي ومخرجاته حتي يؤدى الى مضاعفه عمليات التنميه. الإنفاق على البحث العلمي 0%.

Abstract The study aimed to know the role of public expenditure on development in sudan and the case study is the highe education sector. The study targets to know the amount of public expenditure, the spending on higher education in particular. The problem of the study comes from this question what is the impact of public expendture on higher education the study assumed that, the lack of spending on higher education has effected negatively on the rations of development in this sector. The study rulys on the descriptive approach as well as, the analytical in order to question the assumptions the study depends on secondary data collection such as, book, reports. The important result that the study found is that, 82% of higher education budget goes to wages as well as salaries, therefore 15% is consumed in buying goods and services and 3% only is given for the development of higher education sector. Moreover, the is mis organizing between the minstery of higher education and its budget which does not meet its demand eventually, the study recommends that, it is very important to determine the needs of the higher education and its programs in order to meet the requirements of the development.
