أثر قرارات مؤتمر السلام في باريس 1919م على الأوضاع في أوربا (في الفترة من 1919م – 1939م)

Abstract

المستخلص أثر قرارات مؤتمر السلام فى باريس 1919م على الأوضاع فى أوروبا فى الفترة من (1919م-1939م-) هو بحث يتكون من مقدمة و أربع فصول و خاتمة. تناولت فصول البحث ترتيبات ويلسون لعقد مؤتمر الصلح،ومعاهدات السلام مع الدول المنهزمة، وأثر معاهدة فرساي 1919م على المانيا وأثر قرارات المؤتمر على القضايا الأخرى المتعلقة ب( الدول الجديدة - عصبة الأمم – قضية اللاجئين– ظهور موسوليني والأزمة الاقتصادية والمالية العالمية 1929م-1935م). وتناول البحث اخيراً إنهيار السلام . تنبع أهمية البحث من كونه المرة الأولى التى تتفق فيها الدول على عقد مؤتمر عالمي لإستعادة السلام، كما أن قرارات هذا المؤتمر كانت مرتبطة بكل الأحداث فى فترة مابين الحربين (1919م-1939م) نتيجة للمعاهدات التى قررها المؤتمر.... ويهدف البحث إلى التعرف على مبادئ ويلسون وأهميتها ومدى تطبيقها عند صياغة معاهدات السلام مع الدول المنهزمة، كما يهدف البحث إلى التعرف على التشكيلة التى وقع عليها عبء صياغة قرارات مؤتمر باريس للسلام 1919م، والوقوف على سلبيات وإيجابيات المؤتمر فى الفترة من 1919م-1935م. إتبع الباحث المنهج التاريخى التحليلى مستخدماً الاصول التاريخية المختلفة من مصادر ومراجع و دوريات وصحف ومجلات ومواقع إنترنت وغيرها فى جمع المادة وتحليلها. أهم نتيجة توصل لها البحث هى أن مؤتمر السلام فى باريس 1919م لم يرسِ قواعد للسلم بل قدم للعالم وأوروبا بشكل خاص هدنة لمدة عقدين من الزمان ليس أكثر وذلك لأن معاهدات السلام لم تقم على مبادئ ويلسون الأربعة عشر الداعية للعدل و روح التسامح وإستيعاب جميع الدول ، بل قامت على روح الأنتقام .

Abstract The effect of Paris Peace Conference in1919 upon situations in Europe in the period from 1919 to1939 is a research consists of an introduction, four chapters and a conclusion.The research deals with Wilson’s arrangements for holding peace conference and peace treaties with defeated countries as well as the effect of Versailles Treaty 1919 upon Germany,the effect of the decisions of the conference on other issues connected to( the new countries ,the League of Nations, refugees, issue, the appearance of Mussolini, the global economical financial crisis 1929- 1935). Finally the research deals with the collapse of peace. The research gains its importance from the point that it is the first time that the countries agreed upon holding an international conference to restore peace in addition to that the decisions of this conference were connected with all events in the period during the two wars(1919-1939) as a result of the treaties which were decided by the conference…. The research aims at identifying to Wilson’s points, their importance, the extent to which they were applied when the formulation of peace treaties with defeated countries.The research also aims at identifying to the combination that was bearing the burden of the rulings formulation of paris peace Conference in 1919 and showing the advantages and disadvantages of the decisions of the conference 1919- 1939. The researcher has followed the historical analytical method using various historical origins for collecting and analyzing data suchas: bibliographies, references, periodicals, newspapers, magazines, internet sites. etc…. The most important findings that the researcher has reached to that the peace Conference in Paris 1919 did not establish rules for peace but introduced to the world and Europe specifically a truce for two decades that because treaties of peace were not established upon Woodrow Wilson’s fourteen points calling for justice, tolerance and accommodating all countries but established on revenge.
