دور العلاقات العامة الدولية في إدارة الأزمات (دراسة حالة منظمة الصحة العالمية في إدارة أزمة كرونا الفترة من 2019-2022م )

Abstract

المستخلص تناولت الدراسة العلاقات العامة الدولية ودورها في إدارة الأزمات - أزمة كرونا نموذجا (دراسة حالة منظمة الصحة العالمية )، هدفت الدراسة الي التعرف على دور العلاقات العامة الدولية في إدارة ازمه كرونا، ولتحقيق أهداف الدراسة تم اختبار الفرضيات التالية: هنالك دور فعال للعلاقات العامة الدولية في إدارة ازمه كرونا، ساهمت وسائل الأعلام بشكل فعال في إدارة ازمه كرونا، هنالك دور فعال لمنظمة الصحة العالمية في إدارة ازمه كرونا على المستويات العالمية والإقليمية والمحلية. استخدمت الدراسة المنهج التاريخي والوصفي التحليلي ومنهج دراسة الحالة. توصلت الدراسة الي عدة نتائج منها: إن ازمه كرونا التي مر بها العالم اليوم تشكل خطرا كبيرا على سيرورة العلاقات الدولية، فهي قادرة على زعزعة هذه العلاقات في حال لم يتم وضع إطار عام يراعي المصالح السياسية والاقتصادية المتناقضة لجميع الدول والشعوب .أن عدم وضوح الأزمة في مراحلها الأولى وانعدام الثقة في وسائل الإعلام وغياب التنسيق بين الأطراف المختلفة المعنية بالأزمة والخلافات بين الدول العظمي لها تأثير كبير في انتشار أزمة كرونا. إن العلاقة بين منظمة الصحة ووسائل الأعلام كانت حرجة أثناء الأزمة ، أوصت الدراسة بعدة توصيات أهمها: ينبغي أن تعزز البلدان جهودها ومواردها لتعظيم التعاون الدولي فإن صنع السياسات والتنسيق والتعاون على المستويين الإقليمي والدولي له أهمية بالغة ليس فقط في سياق مواجهة هذه الجائحة، بل وأي فاشيات وبائية في المستقبل أيضا. على وسائل الإعلام المساهمة في مضاعفة المبادرات على المستوى الدولي، لمواكبة الأزمة الصحية ونشر معلومات تثقيفية حول ازمه كرونا فضلا عن تقديم بعض الحلول لبناء مستقبل جديد.

Abstract The study dealt with international public relations and its role in crisis management - the Corona crisis as a model (a case study of the World Health Organization). The study aimed to identify the role of international public relations in managing the Corona crisis. Managing the Corona crisis, the media has effectively contributed to managing the Corona crisis, and there is an active role for the World Health Organization in managing the Corona crisis at the global, regional and local levels. The study used the historical, descriptive, analytical and case study method. The study reached several results, including: The Corona crisis that the world is going through today poses a great danger to the process of international relations, as it is capable of destabilizing these relations in the event that a general framework is not developed that takes into account the contradictory political and economic interests of all countries and peoples. The lack of clarity in the crisis in Its early stages, the lack of confidence in the media, the lack of coordination between the various parties involved in the crisis, and the differences between the superpowers have a significant impact on the spread of the Corona crisis. The relationship between the WHO and the media was critical during the crisis. The study recommended several recommendations, the most important of which are: Countries should strengthen their efforts and resources to maximize international cooperation. Policy-making, coordination and cooperation at the regional and international levels are of paramount importance not only in the context of confronting this pandemic, but also any outbreaks. An epidemic in the future as well. The media should contribute to multiplying initiatives at the international level, to keep pace with the health crisis and disseminate educational information about the Corona crisis, as well as provide some solutions to build a new future..
