Item مشروعية أعمال الشرطة في مجال الضبط الإداري (دراسة مقارنة)(جامعة النيلين, 2017) عبد العظيم بكري أحمدمحمدالمستخلص إن أهمية رقابة مشروعية نشاط الشرطة يعزى على اختصاصات وسلطات الشرطة يمس حرية المواطن بجانب حمايتها له ومنع الجريمة وتقديم خدماتها للمرافق الآخرى. تنبع مشكلة البحث في أن سلطات الشرطة إذا استغلت قد تؤدي إلى إلحاق الضرر بالمواطنين فما هي الضمانات التي يجب أن ينص عليها القانون لتقييد تلك السلطات، واتبع الباحث المنهج الوصفي والتحليلي وأحياناً المقارن. قسم البحث إلى خمسة فصول الفصلين الأولين كمقدمة للفصول الثلاثة التي تتناول موضوع البحث وتوصل الباحث إلى ثلاث نتائج أهمها أن الشرطة مرفق عام ويؤثر في كل المرافق العامة، ثم توصل إلى توصيات ثلاث أهمها ضرورة خضوع الشرطة للقانون. Abstract The importance of the legitimacy control of police activity is due to the powers and authorities of the police that affect the freedom of the citizen, in addition to protecting him, preventing crime and providing its services to the other facilities. The problem of research stems from the fact that the police authorities, if they misused, may cause damage to citizens. What are the warranties that should the law provide for restricting these powers? Researcher followed the descriptive and analytical approach and sometimes the comparative. The research was divided into five chapters - the first two chapters as an introduction to the three chapters dealing with the subject of the research. The researcher reached three results, the most important was that the police is a public facility and affects all public facilities. The researcher then reached three recommendations; the most important was the necessity for the police to subject to the law.
