Item التحديات التقنية للتحصيل الإلكتروني في السودان (دراسة ميدانية على عينة من الوحدات الحكومية)(جامعة النيلين, 2020) سحر كمال محمد عمرالمستخلص: تناول البحث دراسة التحديات التقنية للتحصيل الالكتروني في السودان، دراسة حالة عينة من الوحدات الحكومية، ولاكمال تقديم كل خدمات الدولة الكترونيا برزت الحاجة الي الانتقال الي نظام متكامل للسداد يضمن سلامة اكمال عمليات تحويل رسوم الخدمات وتسجيل بيانات السداد الحكومي في قاعدة بيانات متكاملة .وتمثل الوحدات الحكومية جميع الجهات ذات الصلة (وزارة المالية والتخطيط الاقتصادي، المركز القومي للمعلومات، وبنك السودان المركزي). وتمثلت مشكلة الدراسة في عدم تاهيل الادارة اللوجستيه واثر الأجهزة والبرمجيات المواكبة و الصيانة الدورية وعدم وجودالحماية والتدريب مما انعكس سلبا على التحصيل الالكتروني. وهدفت الدراسة الي تبيان اثر تأهيل الادارة اللوجستية في رفع كفاءة التحصيل الالكتروني وأثر الأجهزة والبرمجيات المواكبة علي جودة التحصيل الإلكتروني ، و رداءة الشبكة والانترنت وعدم الصيانة الدورية وعدم وجود الحماية (الأمن) اللازمة تقلل من جودة التحصيل،وعدم التدريب الكافي. اتبعت الباحثة المنهج التاريخي لتتبع الدراسات السابقة والمراجع والمنشورات والدوريات.والمنهج الاستنباطي لصياغة المشكلة والفرضيات والمنهج الوصفي التحليلي لاختبار الفرضات باستخدام برنامج ((SPSS. وتوصلت الدراسة الي عدة نتائج منها: وجود ترتيبات أولية إدارية لوجستية لطريقة جمع البيانات وتزويد النظام بالمعلومات. الترتيبات الإدارية والالتزام بها وتنوير مستخدمي النظام. التشريعات ووضع اللوائح المنظمة لمنح الصلاحيات داخل النظام يقلل، إختيار أجهزة الطرفيات بمواصفات دقيقه مع مراعاة الجودة والكفاءة لمواكبة تطوير البرمجيات وسهولة الاستخدام. و التطوير المستمر للبرمجيات يتيح إمكانية إبدا الملاحظات للتعديل. و اوصت الدراسة بعدد من التوصيات منها : للمحافظة علي النظام وطريقة استخدامه يجب إصدار نشرات دورية تساعد علي استمرار النظام وتطويره، و تحديد المسؤؤلين والمستخدمين وفق درجاتهم الوظيفية وعدم تمليك المستخدم اكثر من صلاحية،والمتابعه المستمرة والتقارير الدورية لتطوير النظام ومعالجة القصور بالتقويم والتنظيم الدوري.وإختيار أجهزة بمواصفات دقيقه مع مراعاة الجودة والكفاءة. وجود مطوري برمجيات محليين يقلل من تكلفة وسهولة التطوير. وجود مندوب من الشركة الموردة للأجهزة بغرض المتابعه . Abstract: The research dealt with the study of the technical challenges of electronic collection in Sudan, a case study of a sample of government units, and to complete the provision of all state services electronically, the need to move to an integrated payment system that ensures the safety of completing service fee transfers and recording government payment data in an integrated database. All relevant authorities (Ministry of Finance and Economic Planning, the National Information Center, and the Central Bank of Sudan). The problem of the study was the lack of qualification of the logistic management and the impact of accompanying hardware and software, periodic maintenance, and the lack of protection and training, which negatively affected the electronic collection. The study aimed to show the effect of rehabilitating the logistic department in raising the efficiency of electronic collection and the effect of accompanying hardware and software on the quality of electronic collection, poor network and internet, lack of periodic maintenance, lack of protection (security) necessary to reduce the quality of collection, and lack of adequate training. The researcher followed the historical approach to track previous studies, references, publications and periodicals, the deductive approach to formulating the problem and hypotheses, and the descriptive analytical approach to testing hypotheses using the (SPSS) program. The study reached several results, including: The existence of initial administrative and logistical arrangements for the method of data collection and providing the system with information. Administrative arrangements are adhered to and enlighten users of the system. Legislation and the development of regulations governing the granting of powers within the system reduces, the selection of peripheral devices with accurate specifications, taking into account quality and efficiency to keep pace with software development and ease of use. And the continuous development of the software allows the possibility of making notes for modification. The study recommended a number of recommendations, including: to maintain the system and the way it is used, periodic bulletins must be issued to help the system continue and develop, identify officials and users according to their job grades, and the user does not have more than one authority, and continuous follow-up and periodic reports to develop the system and address shortcomings with calendar and periodic organization. Devices with accurate specifications, taking into account quality and efficiency. Having local software developers reduces the cost and ease of development. The presence of a representative from the company that supplied the equipment for the purpose of follow-up.
