    أثر مشروعات وكالات التنمية العالمية في تنمية المجتمعات المحلية في السودان

    مستخلص تناول البحث أثر مشروعات الوكالة الأمريكية للتنمية الدولية بشقيها الإنساني والتنموي في التنمية المحلية، وبالتركيز علي تنمية وتطور المجتمعات المحلية في ولايتي النيل الأزرق وجنوب كردفان وإستعرض البحث مفاهيم العمل التنموي والإنساني وربطه بالمجتمعات المحلية. هدف البحث إلي تقييم البرامج التي تقوم بها الوكالة الأمريكية للتنمية الدولية بصورة عامة في مجالات تنمية المجتمعات المحلية إجتماعياً وإقتصادياً في الولايتين، تمثلت مشكلة البحث في أن مشروعات الوكالة الأمريكية للتنمية الدولية في ولايتي النيل الأزرق وجنوب كردفان يثار حولها كثير من الآراء في أدائها للتنمية المقصودة في جانبيها الإقتصادي والإجتماعي. قامت الدراسة علي ثلاثة فروض: أن الوكالة الأمريكية للتنمية الدولية ساهمت في تنمية مجتمعات كل من ولايتي النيل الأزرق وجنوب كردفان وأن مشاريع الوكالة الأمريكية للتنمية الدولية أدت إلي التنمية تلك المجتمعات في الجانب الإقتصادي والإجتماعي، وأن برامج الوكالة الأمريكية للتنمية الدولية أدت إلي مشاركة مجتمعات الولايتين بفعالية وساهمت في بناء قدراتهم. إستخدم الباحث المنهج الوصفي والتحليلي لدراسة الحالة. توصل البحث لعدة نتائج أهمها أن مجموع عدد المستفيدين من المشاريع التنموية الإقتصادية التي تم تنفيذها من قبل الوكالة الأمريكية للتنمية الدولية في كل من ولايتي النيل الأزرق وجنوب كردفان هو 24.4 ألف أي ما يعادل 2% من المجموع الكلي لسكان الولايتين. وتوصل البحث أيضاً أن الوكالة الأمريكية للتنمية الدولية ركزت في ولاية جنوب كردفان علي مشروعات دعم وتحسين بيئة التعليم وكانت نسبة المبلغ المنصرف ما يقارب الـ53% من المبلغ المنصرف أي ما يعادل 934 ألف دولار أمريكي، أما في ولاية النيل الأزرق فإن الوكالة الأمريكية للتنمية الدولية صرفت مبلغ 2.45 مليون دولار أمريكي علي قطاع الصحة أي ما يقارب الـ58% من مجموع المبلغ المنصرف. أوصي البحث بضرورة تفعيل آليات التنسيق ما بين أجهزة الدولة والوكالة الأمريكية للتنمية الدولية وذلك لتوحيد معايير القياس للمشاريع ذات الطابع التنموي الإقتصادي والإجتماعي. والعمل علي توفيق أوضاع منظمات المجتمع المدني القانونية والإجرائية والمالية لمواكبة مرحلة السلام والتنمية لأنها تعتبر شريك مثالي للمنظمات العالمية ووكالات التنمية الدولية والمانحين. Abstract This study dealt with the role played by the United States Agency for international development (USAID) working in the field of both humanitarian and development activities for community development in South Kordofan and Blue Nile States. The study took into consideration the concept of humanitarian and development work and link it to local communities. The study aims to review the socio-economic development projects that implemented by USAID in the two states. The research problem was that the USAID projects in Blue Nile and South Kordofan states have a lot of opinions on their economic and social development. The study has based on three hypotheses, firstly that USAID has contributed to the development of the communities of Blue Nile and South Kordofan states, secondly the USAID projects have led to the development of these communities in the economic and social aspects and lastly that the USAID programs led to the participation of the states' communities effectively and contributed to building their capacities. The researcher used the descriptive and analytical methods to study the case. The study concluded a number of findings, the most important of which that the total number of beneficiaries of the economic development projects implemented by USAID in both Blue Nile and South Kordofan states is 24.4 thousand, equivalent to 2% of the total population of the two states. The research also found that, the USAID concentrated in Southern Kordofan State on projects to support and improve the education environment and the amount spent is approximately 53% of the disbursement, equivalent to US $ 934,000. In Blue Nile State, USAID disbursed the amount of US $ 2.45 million on the health sector, which about 58% of the total amount spent in the state. The research recommended that the necessity of activating coordination mechanisms between the government institution and the USAID so as to standardize the indictors of economic and social projects, as well international organizations, international development agencies and donors.as adjusting the legal, procedural and financial situation of the civil society organizations to cope with peace and development as they are considered an ideal partners for

    Abstract This study aim at identifying foreign voluntary organization and their vole in community development. The World Food Program (WFP) is taken as a case study. Entered the large number of organizations in the Sudan in 1985, following Sudan affected by the conditions of drought and desertification and migration from the countryside to the provincial capitals These NGO's operate in the held of social and economics development services and may have rendered assistance in the domain of relief and emergency aid. Amongst such organizations is WFP which came to an invitation by the by Sudanese government to provide and aid to these effected by draught and desertification. The organization collaboration with the government and local community aims at solving problems faced by poor families and worth towards realizing a more decent. The organization implements of preventative health, medical care, education The aim of this study is the assessment and tech reification of the projects carried out by the organization in the ravenous files of development. The effects of such programmed on the local community as such projects target the local populace. The study also arm to identifying benefits of the local community stood to gene the domain of local development in terms of services vender by the organization. - 8
