    Abstract The “subject Civilians and Weak Categories Protection Roles in Armed Conflicts” is very important appears and it is an old subject. Neither Geneva Agreement in 1949 nor the agreement followed after World War II constituted the base of International Humanitarian Law, it was Islam, but Muslims were not active enough to promote this rules. In addition, despite the fact that the international law is characterized as effective and humanitarian in its well-knowon rules, but nowadays the world do not apply these rules in an unprejudiced way in all conflicts. There is a concern is raised in the international institutions for civilians protections specially women and children in war areas, and there is an absence of the efficient Islamic Organizations in the field of civilian's protections during armed conflicts. Moreover, that was clearly appeared in the ongoing conflicts. The paper recommended a number of results, as there is a necessity of spreading the principals of International Humanitarian Law among societies; especially military personnel to create a global culture and definition for this law in order to be applied on armed conflicts areas. Islamic Countries should start crystalizing the Islamic Law for armed conflicts by containing all law rules admitted by Islamic Shariaa and practice them as they constitute the basic of justice, and the necessity of constructing national institutions and organizations in Arabic and Islamic countries, and to be distributed on areas of armed conflicts behind the purpose of monitoring and reporting as honest as the methodology adopted by western countries
