    الأمن القومي السوداني (المهددات والتدابير)في الفترة من 2000-2010م

    مستخلص البحث يرمي البحث لتحقيق عدد من الأهداف منها التعرف على نشأة مفهوم الأمن القومي السوداني وكذلك الكشف عن الأمن القومي السوداني من حيث المهددات والتدابير إلى جانب حصر الخصائص الجيواستراتيجية للسودان. تأتي أهمية هذا البحث من أن الأمن القومي السوداني يتعرض لمهددات داخلية و خارجية في ظل الظروف الإقليمية والدولية الراهنة ، وفي حالة مواجهة هذه المهددات يمكن للسودان الانطلاق لتحقيق الأهداف التي ترمي لتحقيق الأهداف التي ترمي لتحقيق الرفاهية والتقدم للشعب السوداني. أما مشكلة البحث تضمنت مهددات الأمن القومي السوداني وافترحت التدابير اللازمة لحماية الأمن القومي السوداني من تلك المهددات. ويختبر هذا البحث عدة فروض منها : 1- السودان بحكم موقعه السياسي والجغرافي وثرواته الطبيعية مهدد في أمنه القومي. 2- عجز الحكومات عن إدارة التباين الإثني والثقافي والديني بصورة جيدة أدى الى تهديد كبير للأمن القومي السوداني. يعتمد هذا البحث وفقاً لطبيعة الموضوع على المنهج التاريخي والوصفي. توصل البحث إلى عدة نتائج أهمها تفتقر الدولة السودانية الى استراتيجية موحدة لقضايا الأمن القومي رغم وجود العديد من المهددات وهذا يرجع الى عدم وجود إرادة سياسية موحدة بين القوى السياسية السودانية ، وكذلك السودان بحكم موقعه السياسي والجغرافي وثرواته الطبيعية مهدد في أمنه القومي ، فضلاً عن أن التدخل الأجنبي في القرن الإفريقي والبحر الأحمر جعل السودان داخل دائرة الصراع الدولي في دوائر انتمائه الثلاثي العربي والافريقي والاسلامي. من خلال النتائج التي توصل اليها البحث خرج البحث بعدة توصيات منها: الحفاظ على سيادة الوطن وحماية موارده وتامين أمنه القومي ، ووضع خطط طويلة المدى لمجابهة الأطماع الخارجية والمتغيرات الدولية ، بالإضافة الى إرساء ثوابت سياسية تحكم العلاقات السودانية في المستوى الاقليمي والدولي على ضوء توازن القوى. Abstract The research of Sudan national security in terms of threats and measures, the research aims to achieve a number of goals, including: -. 1 – To identify the emergence of the concept of national security. 2 - To identify the geo-strategic properties of the Sudan. The importance of this research that the Sudan National Security is being subjected to threats to internal and external under the circumstances, the current regional and international, and that means having the opportunity and the possibility to achieve the national goals of the state Supreme In the case of the relative security of guarding against these threats can be starting to Sudan to achieve the goals that aim to achieve prosperity and progress for the people of Sudan From the foregoing it is clear to us that there are elements of a problem with that Sudan threat to its national security factors, internal and external, and then the problem of the research will spin in an attempt to answer the following questions: - 1 - What are the threats to the national security of Sudan? 2 - What are the necessary measures to protect the Sudan national security from those threats? This research and test several hypotheses, including: - 1 - political instability that accompanied the ruling regimes since independence, frequent overcome governments led to a threat to national security in Sudan. 2 - Lack of contrast administration ethnic, cultural and religious well led to a significant threat to the national security of Sudan. This research is based according to the nature put imposed on the substantive historical analytical method. This research contains four chapters and each chapter has four topics, the first chapter in terms of national security (concept - Growing - Development), The second chapter dealt with the geo-strategic properties of Sudan and the Sudan national security pillars, and the third chapter discusses the threats to the national security of Sudan, while the fourth chapter deals with measures to protect the Sudan national security. The research on several results, including: - 1 - Sudan is a multi-culturally, ethnically and religiously. 2 - civil wars led to the displacement of large numbers of citizens of the war-affected areas to big cities and missing it for their sources of income and social protection umbrellas, this phenomenon led to a Sudan national security threat. 3 - Compromising the armed forces and the national police and security forces and balance threatens national security. Through findings Search out several recommendations, including: 1 - Adoption of the Constitution is after consultations and participation of all citizens and experienced and competent leads to achieve all that it brings the people of Sudan 2 - Adoption of democracy and the peaceful exchange of power as a basis for governing. 3 - The establishment of the state-based civil equality, citizenship primarily for the rights, freedoms and duties
