المستخلص: يهدف هذا البحث للتعرف على دور المنظمات الطوعية الوطنية في درء الكوارث ومواجهة الأزمات، بولاية الخرطوم محلية شرق النيل، وتمثلت المشكلة في التساؤل: ما دور المنظمات الطوعية الوطنية بولاية الخرطوم في مجال درء الكوارث ومواجهة الأزمات؟ من خلال نموذج شرق النيل. واستخدم الباحث المنهج الوصفي ومنهج دراسة الحالة، تناول البحث مفهوم الكوارث والأزمات، والعمل الطوعي في السودان، ومفهوم المنظمات الدولية والمحلية وتصنيفها. تمت مناقشة دور المنظمات الطوعية الوطنية في مراحل إدارة الكوارث والأزمات والتي تشمل تخفيف حدة الكارثة، والاستعداد للكوارث ومجابهة الأزمات، وإعادة التوازن، وتقديم الخدمات الصحية. توصل البحث إلى أن للمنظمات الطوعية الوطنية بولاية الخرطوم محلية شرق النيل، دور كبير في درء الكوارث ومواجهة الأزمات. وتقدم الباحث بتوصيات أهمها تكوين هيئة عليا للعمل الطوعي تختص بوضع استراتيجيات الكوارث والأزمات، والتنسيق بين المنظمات وتوحيد قنوات عملها. ومطالبة وسائل الإعلام بدور أكثر تأثيراً بماهية العمل الطوعي ومدى دوره في عملية درء الكوارث ومواجهة الأزمات. Abstract The Purpose Of This Research Is To Identify The Role Of National Voluntary Organizations In Disaster Prevention And Crisis Response, In The State Of Khartoum In The East Of The Nile. The Problem Was: What Is The Role Of National Voluntary Organizations In The State Of Khartoum In The Field Of Disaster Prevention And Crisis Response? Through The East Nile Model. The Researcher Used The Descriptive Approach And The Case Study Methodology. The Research Dealt With The Concept Of Disasters And Crises, Voluntary Work In Sudan, And The Concept Of International And Local Organizations And Their Classification. The Role Of National Voluntary Organizations In Disaster And Crisis Management Phases, Including Disaster Mitigation, Disaster Preparedness, Crisis Response, Rebalancing And Health Service Delivery, Was Discussed. The Research Found That National Voluntary Organizations In The State Of Khartoum, Located In The East Of The Nile, Play A Major Role In Disaster Prevention And Crisis Response. The Researcher Recommended The Formation Of A Supreme Body For Voluntary Work, Which Is Concerned With Developing Disaster And Crisis Strategies, Coordinating Between Organizations And Standardizing Their Channels Of Work. And Asking The Media To Play A More Influential Role In Voluntary Work And Its Role In The Process Of Disaster Prevention And Crisis Response.

المستخلص: هدفت الدراسة للتعرف على دور المنظمات الطوعية الوطنية في درء الكوارث ومواجهة الأزمات بولاية الخرطوم, وتمثلت مشكلة البحث في التساؤل الرئيسي: ما دور المنظمات الطوعية الوطنية بولاية الخرطوم في مجال درء الكوارث ومواجهة الأزمات؟ من خلال نموذج شرق النيل. واستخدم الباحث المنهج الوصفي ومنهج دراسة الحالة, تمت مناقشة دور المنظمات الطوعية الوطنية في مراحل إدارة الكوارث والأزمات والتي تشمل تخفيف حدة الكارثة ومواجهة الأزمة, وإعادة التوازن, وتقديم الخدمات الصحية, توصل البحث إلى نتائج عدة أهمها: تؤدي المنظمات الطوعية الوطنية بولاية الخرطوم محلية شرق النيل دوراً بارزاً في عمليات الإغاثة أثناء درء الكوارث ومواجهة الأزمات, ولها دوراً موصوفاً واضحاً ومحدداً يحدد وظائفها وعلاقتها بمؤسسات الدولة. وعلى ضوء النتائج تقدم الباحث بتوصيات أهمها تكوين هيئة عليا للعمل الطوعي تختص بوضع استراتيجيات الكوارث والأزمات, والتنسيق بين المنظمات وتوحيد قنوات عملها. مطالبة وسائل الإعلام المختلفة بدور أكثر تأثيراً في تعريف أفراد المجتمع بماهية العمل الطوعي ومدى حاجة المجتمع إليه وتبصيرهم بأهميته ودوره في عملية درء الكوارث ومواجهة الأزمات، وكذلك توصل البحث إلى أن أكبر المشكلات التي تواجه المنظمات الطوعية الوطنية هي اختلاف الدور الفعلي (الواقعي) عن الدور الموصوف, وذلك لوجود نزاعات وتحديات أمنية واقتصادية حالت دون تنفيذ الدور الموصوف (المكتوب). :Abstract The study aimed to identify the role of national voluntary organizations in preventing disasters and facing crises in Khartoum state. Through the East Nile model. The researcher used the descriptive approach and the case study approach. The role of national voluntary organizations in the phases of disaster and crisis management was discussed, which includes disaster mitigation, coping with the crisis, rebalancing, and providing health services. It is prominent in relief operations during disaster prevention and crisis response, and has a clearly defined and defined role that defines its functions and its relationship with state institutions. In light of the results, the researcher presented the recommendations of the most important body of the voluntary work concerned with the development of disaster and crisis strategies, coordination between the organizations and standardization of their work channels. Demanding the various media to play a more influential role in informing community members about the nature of voluntary work and the extent of society's need for it and to inform them of its importance and its role in the process of preventing disasters and coping with crises, as well as finding that the biggest problems facing national voluntary organizations are the different role of the actual (realistic) role described , Due to the existence of conflicts and security and economic challenges that prevented the implementation of the role described (written).
