    التخطيط الإستراتيجي ودورة في جودة خدمة التعليم العالي في الجامعات السودانية بالتطبيق على التعليم الأهلي (جامعة السودان العالمية- الجامعة الوطنية – جامعة الرازي) (في الفترة من 2015-2020م)

    المستخلص: تناولت الدراسة التخطيط الإستراتيجي ودورة في جودة خدمة التعليم العالي في الجامعات السودانية بالتطبيق على التعليم الأهلي (جامعة السودان العالمية- الجامعة الوطنية – جامعة الرازي)، وتهدف الدراسة الى التعرف على واقع التخطيط الاستراتيجي في الجامعات، ومدى وضوح مفهومه في المؤسسة، تحليل دور التخطيط الإستراتيجي في تحقيق جودة التعليم العالي، وضع مجموعة من الصيغ والتوصيات التي ينبغي مراعاتها عند وضع الخطة الإستراتيجية في الجامعات تهدف للوصول الي تحقيق الجودة والاعتماد الأكاديمي. تمثلت مشكلة الدراسة في معاناة الجامعات السودانية من عدم إدراك أهمية التخطيط الإستراتيجي وتقليل الاخطاء الناتجة عن عدم التخطيط الإستراتيجي والتنبؤ بالمشاكل قبل وقوعها، وعدم إدراك الجامعات بهدف ورسالة التخطيط الإستراتيجي وإمكانية تحليل البيئة الداخلية والخارجية للتخطيط الإستراتيجي بالشكل المطلوب.على الرغم من أن التخطيط الاستراتيجي أصبح ضرورة للوفاء بمتطلبات العملية الإدارية السليمة في إدارة المؤسسات التعليمية، وعلى الرغم من أن تطبيق الجودة الشاملة في مجال التعليم الجامعي في العديد من الدول قد حقق نجاحاً ملحوظاً، سواء في التغلب على مشكلات التعليم، أو في الوفاء بمتطلبات الجودة والاعتماد الأكاديمي، إلا أن العمليتين ما زالتا تحتاجان إلى مطابقة لا سيما عند إعداد الخطة الإستراتيجية. افترضت الدراسة هنالك علاقة ذات دلالة إحصائية بين التخطيط الإستراتيجي (المتغير المستقل) وجودة خدمة التعليم (المتغير التابع) العالي الأهلي بالجامعات السودانية. هنالك علاقة ذات دلالة إحصائية بين التخطيط الإستراتيجي ومعيار الحوكمة والإدارة بالتعليم الأهلي بالجامعات السودانية. هنالك علاقة ذات دلالة إحصائية بين التخطيط الإستراتيجي ومعيار برامج الإجازة الجامعية بالتعليم العالي الأهلي بالجامعات السودانية. هنالك علاقة ذات دلالة إحصائية بين التخطيط الإستراتيجي ومعيار المسؤولية المجتمعية بالتعليم العالي الأهلي بالجامعات السودانية. اعتمدت الدراسة علي المنهج الوصفي التحليلي، حيث تم اختيار 123 شخص ليمثلو عينة الدراسة عن طريقة العينة القصدية، تم جمع البيانات عن طريق استمارة الاستبيان، حيث تم تحليلها علي اساليب البرنامج الاحصائي (SPSS).توصلت الدراسة الي عدد من النتائج من أهمها، توجد علاقة إرتباط قوي بين التخطيط الإستراتيجي وجودة خدمة التعليم العالي الأهلي بالجامعات السودانية. توجد علاقة إرتباط قوي بين التخطيط الإستراتيجي ومعيار الحوكمة والإدارة بالتعليم العالي الأهلي بالجامعات السودانية. توجد علاقة إرتباط قوي بين التخطيط الإستراتيجي ومعيار برامج الإجازة الجامعية بالتعليم العالي الأهلي بالجامعات السودانية. كما أوصت الدراسة على عدد من التوصيات أهمهما، تعزيز الإهتمام بالتخطيط الإستراتيجي بما يسهم بتحقيق جودة التعليم العالي الأهلي بالجامعات السودانية تعزيز الإهتمام بالتخطيط الإستراتيجي والإعتماد عليه في برامج الإجازة الجامعية وإجتذاب أساتذة من ذوي الكفاءة العالية للمساهمة في وضع البرامج الجامعية. Abstract: The Study aims to Define Strategic planning and its role in the quality of higher Education Service in Sudanese Universities applied to private education (Sudan International University – National University – ALRAZI University). And the study aims to identify the reality of strategic planning in Universities and the clarity of its concept in institution, analyzing the role of Strategic planning in achieving quality higher education, Develop a set of formulas and recommendations that should be taken in to account when developing a strategic plan in universities aimed at achieving quality and Accreditation. The problem of the study represented on universities is the lack of Awareness and not realizing the importance of strategic planning and reducing error resulting from lack strategic planning and forecasting problems before they occur, Universities lack of awareness of the goals and mission of strategic planning and the possibility of analyzing the external and internal environment as required ,Although strategic planning has become necessity to meet the requirement of administrative process in the management of educational institutions, Although the implementation of total quality in the field of University education in many countries has achieved remarkable success, Whether in overcoming education problems or in meeting the requirement of quality and Accreditation .However, the two processes still need matching especially when preparing strategic plans. The study assumed that there is a statistically significant relationship between strategic planning (the independent variable) and the quality of education service (the dependent variable) in private higher in Sudanese universities. There is a statistically significant relationship between strategic planning and a standard of governance and management in private higher education in Sudanese universities. There is a statistically significant relationship between strategic planning and undergraduate license programs standard in private higher education in Sudanese universities. There is a statistically significant relationship between strategic planning and the standard of social responsibility in private higher education in Sudanese universities. The study relied on the descriptive analytical approach, where 123 people were chosen to represent the study sample by means of the intentional sampling method. The study reached a number of results, the most important of which is, there is a strong correlation between strategic planning and the quality of private higher education service in Sudanese universities. There is a strong correlation between strategic planning and the standard of governance and management in private higher education in Sudanese universities. There is a strong correlation between strategic planning and undergraduate license programs standard in private higher education in Sudanese universities. The study also recommended a number of recommendations, the most important of which is enhancing attention to strategic planning in order to contribute to achieving the quality of private higher education in Sudanese universities. Enhancing interest in Strategic Planning And Relying On It In Undergraduate License Programs Standard And Attracting Highly Qualified Professors To Contribute To The Development Of Academic Programs In University.
