    أثـر مقاييس الأداء المتوازن بإدخال البعد البيئي علي قيـاس وتقويم الأداء الإستراتيجي في القطاع الصناعي السوداني (دراسة ميدانية على شركة السكر السودانية)

    المستخلص تناولت الدراسة أثر مقاييس الأداء المتوازن بإدخال البعد البيئي على قياس وتقويم الأداء الإستراتيجي، حيث تمثلت مشكلة الدراسة بأن المؤسسات الصناعية تمر بمتغيرات هامة فرضتها المنافسة الشديدة حيث أصبح من الضروري أن تحسن من أدائها الإستراتيجي من أجل الإستمرار ولتحقيق هذا الهدف لابد من تقويم وقياس أدائها الإستراتيجي وذلك بالإعتماد على قياس الأداء المتوازن بإدخال البعد البيئي، وهدفت الدراسة إلى استخدام اساليب المحاسبة الإدارية الحديثة للوصول إلى نموذج شامل لتطوير وقياس وتقويم الأداء الاستراتيجي للمؤسسات الصناعية السودانية من خلال محاولة إيجاد أدوات تساعد المؤسسات الصناعية على قياس وتقويم أدائها الإستراتيجي، عرض وتحليل مقاييس الأداء المتوازن بإدخال البعد البيئي واستخدامها في قياس وتقوم الأداء الإستراتيجي، حاولت الدراسة اثبات عدد من الفرضيات منها : توجد علاقة ذات دلالة إحصائية بين البعد المالي وتقويم الأداء الإستراتيجي، توجد علاقة ذات دلالة إحصائية بين بعد العمليات الداخلية وتقويم الأداء الإستراتيجي، توجد علاقة ذات دلالة إحصائية بين بعد النمو والتقدم وتقويم الأداء الإستراتيجي.توصلت الدراسة إلى عدد من النتائج اهمها : يوجد اثر ايجابي لابعاد مقاييس الأداء المتوازن علي مستوي تقويم الأداء الاستراتيجي في شركة السكر السودانية، حيث اثر البعد البيئي 56% وهذ يدل علي الأثر الكبير للبعد البيئي في تقويم الأداء الاستراتيجي، ان البعد البيئي يتخلل كل مراحل دورة حياة صناعة السكر. توصلت الدراسة إلى عدد من التوصيات منها: ضرورة تعزيز الاهتمام بتطبيق بطاقة الأداء المتوازن في المؤسسات الخدمية بشكل اكبر مما هو مطبق، ينبغي قيام المؤسسات الصناعية بتذليل الصعوبات التي تقف أمام تطبيق نظام بطاقة الأداء المتواز وذلك من خلال تعزيز المعرفة لأهمية بطاقة الأداء المتوازن من خلال وضع البرامج التعليمية والندوات العلمية ورصد المبالغ الكافية لتوفير المتطلبات المادية والمالية المتعلقة بتطبيق بطاقة مقاييس الأداء المتوازن. Abstract The study examined the effect of balanced performance measures by introducing the environmental dimension on the measurement and evaluation of strategic performance. The problem of the study was that the industrial establishments are undergoing significant changes imposed by intense competition. It is necessary to improve their strategic performance in order to achieve this goal. The study aims at using modern administrative accounting methods to reach a comprehensive model for developing, measuring and evaluating the strategic performance of the Sudanese industrial institutions by trying to find The study attempts to prove a number of hypotheses including: There is a statistically significant relationship between the financial dimension and the evaluation of the strategic performance, there is a relationship of statistical significance Between the internal processes and the evaluation of the strategic performance, there is a statistically significant relationship between the post-growth and progress and the evaluation of the strategic performance. The study reached a number of results, the most important: There is a positive effect to the dimensions of balanced performance measures on the level of the calendar Strategic performance in the Sudanese Sugar Company, where the impact of the environmental dimension of 56% Ohz demonstrates the significant impact of the environmental dimension in the strategic performance evaluation, that the environmental dimension permeates all stages of the life cycle of the sugar industry. The study reached a number of recommendations, including: the need to enhance the interest in the application of Balanced Scorecard in the service organizations more than is applicable, the industrial institutions should overcome the difficulties in the implementation of the parallel card system by enhancing the knowledge of the importance of Balanced Scorecard through the development of Educational programs and scientific seminars and monitoring the amounts sufficient to provide the physical and financial requirements related to the application of Balanced Scorecard.
